Canon History: Here is all known information about Dogmeat as he appears in Fallout 4.

Personality:
A steadfast and loyal hound, Dogmeat has been around the bend a few times, as they say. Dogmeat's life experiences have left him older, tougher, and wiser than the average wasteland dog. He is clever and highly intelligent, able to understand commands from anyone he considers an ally, as well as follow complex commands like "search for help". Dogmeat was smart enough to wait at a potentially high traffic location like the Red Rocket when told to retrieve assistance for Preston Garvey and the settlers. He was also able to recognize the Sole Survivor as friend rather than foe, even at a distance, implying solid pupper intuition (or at the very least experience with enough people to know the difference right away).

Unlike most companions in Fallout, Dogmeat doesn't judge. He loves his allies unconditionally and will prove to be an extremely loyal, extremely faithful friend no matter what choices his allies make. He is completely neutral in terms of personal alignment, obeying commands to the letter without question or hesitation. What an obedient boy who deserves many treats!

As evidenced by the fact that you can equip Dogmeat with various cosmetics, this dog has the patience of a saint. He also had the patience to sit and wait in a strategic location when searching for help, will do his "bunny" trick no matter how many times you ask him to do it in a row, and in general is willing to follow his allies wherever they may lead.

While obedient and loyal, Dogmeat is able to take point on some things. He can pick up scents quickly and "track a man for miles". He uses this ability to root out supplies and otherwise hidden storage containers for the benefit of whoever he's following. He can also put his nose to work finding specific things (and people) if given a scent to follow. Dogmeat will always charge headfirst into danger if he feels his allies are threatened, not waiting on a command to take action. He is extremely aggressive towards anyone considered a hostile by his allies and is able to pick up on the intentions of others with ease.

This next part is a little bit of speculation. Dogmeat considers many people his friends and companions, but has no true "master" to speak of. He will sleep under any allied roof, especially if ordered to, but would choose a nice shady spot anywhere out of the rain if given a choice. I suspect he had a master at some point and lost them, but still views that role as filled and thus refuses to dedicate himself to only one person. Dogmeat is more than capable of fending for himself in the wild, able to travel long distances alone and presumably hunt or scavenge sufficiently along the way. That said, he will never say no to table scraps and definitely deserves all the treats on the island.

Generally curious and attentive. Although typically very friendly and docile, when Dogmeat feels threatened he won't bother with warning signs. He is confident and foolhardy, exuding an aura of "I'm my own boss" in any given social situation - not necessarily aggressively asserting his dominance, but not actively submitting to any other dogs or people around him.

Adventurous, courageous, loyal, and perhaps a little stubborn - Dogmeat is all of these things with room to grow. He is an open and loving creature that dedicates himself completely and fully to whoever needs him at the moment. He prefers to remain a neutral party until he buddies up with someone, at which point his goals and morals are aligned with his current companion's.

Abilities: Dogmeat has two "abilities" worth mentioning -
1) He appears to have some amount of combat training, as he will prioritize immobilizing or disabling an enemy for his allies to finish off.
2) He has an excellent sniffer and can track people, root out hidden things, and even use it to find his way back home no matter where his adventures might lead him.

Inventory: Absolutely nothing. He is just a dog.
